High-Quality Care and Education for Infants and Toddlers (Birth to Age 3)
Anne Arundel County Community Action Agency’s Early Head Start program offers full-time, high-quality early education and care for infants and toddlers—supporting both children’s development and working families.
With small class sizes and a low teacher-to-child ratio (3:1 for infants, 4:1 for toddlers), the program builds strong developmental foundations through nurturing, individualized care.
Early Head Start uses a 2-Generation Whole Family approach, supporting not just the child, but the entire family. In addition to early learning, families receive access to:
- Personalized case management
- Health and nutrition workshops
- English as a Second Language (ESL) and GED tutoring
- Resume and career-building support
- Referrals to other Community Action Agency programs and services
This holistic support system ensures that children are thriving—and parents are empowered to reach their goals.
