Since 1965, the Community Action Agency has served the City of Annapolis and Anne Arundel County, residents. As the county’s designated anti-poverty agency, we administer programs developed to help lower-income families and individuals increase their assets and reach self-sufficiency. With our focus on the 2-Generation Whole Family approach to providing services, we have programs that benefit household members from infancy through their senior years.

The 2-Generation Whole Family Approach is a strategy that empowers families living in poverty and helps them move towards self-sufficiency—providing economic stability, promoting child development and school readiness, and assisting families to reach independence. Whether working with parents or children individually or together, the 2-Generation Whole Family Approach is a powerful tool for breaking the cycle of poverty and empowering families to thrive.
Fosters successful reintegration of returning citizens into the community, wrap around services addressing housing and employment, employment training, substance abuse treatment, and custom reentry plans and access to resources to transition into the community.
Delivers individualized programming for infants and toddlers (birth – age 3), high-quality childcare for working parents, case management and referral services, health and nutrition workshops, access to tutors for GED preparation, resume and career building, and English as a Second Language classes.
Provides assistance with Energy and utility bills in partnership with the Office of Home Energy Programs.
Supports and assists clients in accessing health and wellness resources, building awareness of specific disease and prevention measures, workshops and activities to address wellness-related topics.
Provides emergency rental and financial assistance, first month’s rent, first time homebuyer’s class, eviction prevention, financial capability workshops.
Offers comprehensive counseling, crisis intervention, substance abuse/mental health counseling, summer programs, and school-based mentoring and tutoring.
